I believe it is Google or Apple charging the taxes. I recently noticed the same change myself, playing on an Android device, and it is happening in all of the games I play.
It always costs a penny more on Kindle. Campaign is $10 even.
Interesting. I live in Germany and buying on Kindle is way cheaper for me. The campaign is €10.99 on Android, but only €8.46 on Kindle. And if you pay with Amazon Coins and buy those in bulk it's even cheaper.
If you have a Samsung, it may be even cheaper for you if you play/buy it at the Galaxy Store. In the UK, the campaign is 7.12 usually but they often give out 10% discount codes at check-out which is about 30% cheaper than Google Play.

Thanks for posting this. I wasn’t going to buy the current premium packs/Dilithium offer, but after reading your post I thought I would check it out. Turned out to be A$5.66 cheaper than Google Play and A$10.66 cheaper than Apple and as result I bit. 15 packs gave me 5 begolds and a useful super rare. Whilst Galaxy wasn’t a lot cheaper on base price compared to Google, it had a 10% discount voucher which really helped.
