So, at level 96, he needs Romulan ale:

But in the event threshold rewards, where equipment for the threshold 4* is usually found, there is Andorian ale instead:

Now, if the ranked 4* Human Neelix needs Andorian ale, then no problem with the equipment. Otherwise, this might be something that slipped past QA & y’all will want to examine. 🖖

    From what I can tell Android Mudd needs some Andorian Ale as well.

    Lots of crew need Andorian Ale. From equipment, I conclude that most Star Trek characters are raging alcoholics. 🙂
