Li Nalas stat change

As was reported in https://forum.disruptorbeam.com/stt/discussion/18697/event-discussion-thread-faction-galaxy-event-looted-boxes-2021-11-11, Li Nalas proficiency stats have been changed. Is this a bug? If it was intentional, could we have a comment about why? Thanks.

    The stats change was the consequence of a bug fix for one of Li Nalas items.
    That fix will be reassessed so as to be less impactful on stats.
