Prophet Kira's item build discrepancy

Prophet Kira's build uses a
4* super rare uniform at level 60
3* rare uniform at level 70
4* super rare uniform at level 80

Wondering if the rare uniform at level 70 was a mistake. A 4* super rare uniform at level 70 would represent a change of 20 voyage ranks, somewhat significant.

An even more fundamental question is: Why is the uniform called ‘Kira’s Starfleet Uniform’ when it’s clearly the uniform of the Bajoran Militia?

Maybe Prophet Kira is also a little bit Profit Kira.

The build is indeed unusual but that is not something that we will change at this stage.
The crew was balanced taking into account the current build.

As for the name of the uniform, this will get changed.
