Campaign legendary crew tweak recommendation

I like the idea of the legendary behold in the campaign, but I think it would be much better given to existing legendary than the new one. I am not sure how this would work (most easily just give it to us in the middle track). Perhaps the packs have a direct pull and behold option and you get direct pull tokens in the middle track and beholds in the top track. You can use them on either if you have top track, but the new crew pack is locked unless you buy the top track.
I think this would be a massive improvement and make the campaign a 100% value all the time. I am always a bit sad when I already have the campaign crew FF.
