Reed and EV Suit Collection

Section 31 Reed was apparently accidentally added to the EV Suit collection. For me, that gives me 24/25.
If I immortalize a crew, I will complete the collection and get the rewards. When Section 31 Reed is removed, will I lose the starbase bonuses? Anyone remember if this happened before? Or it happened to them?
I'm open to pure speculation.

    If I remember you keep the rewards but then when he's removed you drop back to 24 and you won't earn the rewards again when you get back to 25.

    Including starbase bonuses? Seems to make sense then, the game flagged you as collection complete when you 'complete' it again.
