Fleet Membership Suggestions

Many fleets have been having problems w/membership for a while now. Now that we've about to have boss battles, the problem will be brought into specific relief.

Unfortunately, the only way to currently see which fleets have openings is to leave the fleet you're in, a move that's always been risky & has now gotten more so. Furthermore, there's currently no way to know what a fleet's like until after one's joined it. Recruiting only tells players so much. The result is many fleets that are short members, with members that don't participate much which admirals are reluctant to dismiss because of the trouble finding replacements.

What the game's been needing for some time is a way to merge existing fleets. Starting a new fleet's next to impossible due to players demanding fully equipped starbases. With long-time players leaving the game and new players having trouble finding fleets that will help them grow, many fleets are short of players.

What if a feature were added that would allow 2 or more fleets whose total memberships didn't exceed fifty players to merge, similar to fusing crewmembers but on a much grander scale? The new fleet could retain the highest level starbase of the previous fleets, with the admirals agreeing on what to call the merged fleet...either by retaining one of the previous fleet names or the admirals agreeing on a new fleet name? The admirals would also have to agree on who would lead the new fleet...either by choosing one of the existing admirals or choosing another of the players from the previous fleet.

Presently, it's difficult for a member of a fleet to look for or contact members of other fleets to even "initiate negotiations", as Quark said. Even freeing up the possibility of establishing dialogues between fleets would help make things easier.
