Overflow crew missing from Vault

I'm not losing my mind. I finally figured out the issue. Any crew I have as overflow disappear from the Vault.
I don't mean they aren't showing as owned. The character is just not there when you browse. That explains why I couldn't find the new T'Pol's stats on Tuesday. She was in my overflow until the event started.
Let me demonstrate.
There are 1207 crew displayed in rows of six. That is 201 full rows with one (Zyree) by herself at the bottom. This is my bottom row.
It shows four, meaning three are missing. I happen to have three in my overflow until later.
And just look who aren't where they should be.

But they appear if you search by name.
I'm not as worried now that I know how to find them, but it is annoying and confusing, plus, not knowing what causes it to do that, I worry about my Vault crew.
