I had to give a long think to Mirror Seven, just because there's so much potential there - but on the other hand we don't know what she'd be, and I've read the Star Trek Hive comic so I know how badly 'evil Seven' could turn out in the hands of somebody with no good sense (yes Brannon, I'm looking at you). Mirror Mayweather, on the other hand, we do know what he is, and he fills out that classic red uniform real fine.

Mirror Khan - given the divergence happened after his Augments left Earth, he'd be the good guy.

Intendant Amanda Greyson - Mirror Spock's mother, who rules 23rd Century Vulcan with an iron grip
Mirror Kodos - Mentor to the young Mirror Kirk who helped him enact his policies on Tarsus IV
Intendant Tasha Yar - cruel commander of the Turkana IV prison camp
Mirror Sela - daughter of Intendant Yar and one of her Romulan 'guests'

Mirror B'lanna Torres: Leader of a group of KCA sympathizers , Mirror Torres conducts harsh raids on the Terran Empire. She starts this when she and fellow prisoners Tom Paris and Harry Kim escape from the Brig of the ISS Voyager.
Mirror Tom Paris: Paris was a spy for the KCA in the mirror universe. He was caught and then imprisoned. He becomes the governor of the remaining KCA lands, such as the Badlands and Cardassia Prime. He plans to get DS9 up and running to control this part of the galaxy and maybe open up the Bajoran Wormhole
Mirror Harry Kim: He escaped with Tom Paris and B'lanna Torres. He becomes a fantastic engineer and free's Holograms, such as Iden and the ISS Voyager's EMH and andriods to make the KCA rebels more powerful.
Mirror Neelix: The leader of a fleet of trading ships, Mirror Neelix is constantly switching sides to the more profitable buyer. He eventually joins the KCA rebels and brings the Kazon to the side of them.
Mirror Garth of Izar: A hero of the Battle of Anaxar that, unlike his prime universe self, is not insane per say, but is a cold Dictator who rules Tantalus V and the surrounding planets.
Mirror Ro Laren: Ro Laren was once a valued member of the Terran Empire, she then support the KCA. She was the Intendant of Bajor.
Mirror Alynna Nechayev: A Terran worker, she led a Rebellion on Bajor, but was murdered by Intendant Laren
