My choices:

Agent Janeway (0/5)
Captain Nog (3/5)

I'm tempted to just go for Nog and get a 4/5 rather than more 1/5s but command and diplomacy are stats I'm already pretty strong on with my multiple star Kahless and Gowrons.

Janeway might be more valuable as she's more likely to come up in future events (or reruns) and I could probably always use more engineers like Data but I already have a 3/5 Assimilated Torres, RAF Miles, 2 star Tilly and One up there.

Personally I would take data. Hard to turn down the fuse but he's a decent event crew likely to get some milage in future events

Ah yeah...I really need to play that again. Never got a locutus but have a 4/5 guinan.

Only got around 2400 rounds to long way to go for a locutus reward.

Wow, congrats on the 4/5 Guinan! I got my 3rd a few weeks back, did the double-up offer, then used a legendary citation to immortalize her.

Not sure how your crew roster stacks up as far as being able to hold your own in Gauntlet, but even if you only win one battle every four hours, there's a good shot at building up your stash of merits a lot more than you would have the opportunity to do otherwise. And merits come in quite handy when shopping for items in the faction centers.
