Jazz Musician Riker missing from voyages and portals?

There's a thread over on the Bridge, but I wanted to raise it here as well for more visibility.
Can someone check the loot tables for voyages and for portals to see if Jazz Musician Riker is missing from the list of possible crew?
There seems to be high anecdotal evidence that Jazz Musician Riker does not drop during voyages, and does not appear in premium portal pulls.
I know he has been event rewards twice, but I missed both of those rewards, and chasing him down is a pain.

Though I have heard he's available in the Federation faction store, so if you don't mind spending a little it may be an option.
