Sword of Khalass

Can you please add The Sword of Khalass to the Quipment that is available to Khalass, how can the owner of the sword not have the ability to add it to his skills

Just because an item is associated with a character shouldn't mean they should be able to equip it
Not one of any of the Janeways can use her coffee mug because she doesn't have the casual trait
And there are far better & many more crew to use the sword on
Plus the "owner" isn't technically the owner as he is a clone
