New fusion crew missing from Cryo Vault?

I've seen on Discord that someone has first-to-maxed the new L'ak/Moll fusion crew, but I don't understand how that works when that fusion crew isn't in the Cryo Vault yet

I didn't mean how someone got the FTM (you're probably right about that), I meant more "how is the ability to fuse available before the fusion crew is there".

At any rate, the fusion crew is in the vault now.

Fusion cards have never been advertised. They are supposed to be a fun discovery and something to share in fleet coms.
