I don't recall seeing them mentioned so I think no, they do appear occasionally in Dabo though.

Usually, they were in a pack at the end of the event, but never added to the loot table.

A couple months back there was a Borg pack where I was able to get Lacutus and Borg Queen but I am sure they have not been added to the premium pool.

I’ve been offered Borg Queen as the prize in Dabo a couple times. So much for Dabo being geared to the player since I already have her as of 5/5 lol

The 5* in the Dabo Wheel doesn’t seem to be tailored as I get ones I don’t have listed there on a regular basis. Today’s 5* is actually the new Mirror Data.
