Wrong attachments in Event Notification Mail (ingame) ?

I noticed, that sometime, we always only get 100 chronitons attached for the upcoming events.
Why or when was it changed from attaching chronitons instead of event faction tokens as it was before?
Chronitons can not be used to obtain Merits or buy the faction tokens.
Not only get the notes send out ingame way to early (already have the one for the Skirmish Event starting April 17th).
Todays event is a faction event, which requires sending out shuttles.
Normally ,we would get 4 shuttle tokens for each faction to start the event, then get enough faction tokens from playing.
Attached are Chronitons, which are not enabling buying faction tokens.
Required are Dominion, Federation and Romulan factions.
Due to the month long "Friendly Angel Objective Event" which requires to send out 200 shuttles for the Federation to unlock Gorgan as a reward, I was constantly buying federation missions.
Checked this morning, but I don't have enough Merits to buy tokens for the Event (Romulans, Federation, Dominion).
This means, I can not start playing the event till at least the next day, when I might obtain Merits from some daily tasks ...
