Why does agent Janeway have the section31 trait?

Agent Janeway, according to the wiki a depection from 'The Killing Game', has the section 31 trait. I don't recall section 31 playing any role in the Voyager series. Does anyone know why she has this trait?

    Section 31 had a minor reference in the Omega Particle ep but not in the Killing Game.

    Agent Janeway was thought to be from The Killing Game until Katrine was introduced. Agent Janeway was given Section 31 for story line reasons. You could say she's non-canon based on The Killing Game.
