Different percentages for different diplomacy items with young khan

There seems to be different percentages shown for young khan on different items even though both are for diplomacy. And i didnt do one and then the other which can increase the odds I am just looking at both. My pah raith dukat has same percentages for both.

I think proficiency must figure in to the percentages, because in past Galaxies I've had percentages vary greatly when doing the same item on the same recipe, over the course of the event.
