I am envious of people's luck! My last 5 voyages have been between 6 and 10 hours and not only have I not gotten any of the characters but not once have I gotten one of the multiple part dilemmas. Glitch or just my luck?

I usually have good luck with voyages but this past 2 weeks since the update, just garbage. I just turned the 12th hour on today's voyage, ALL 2* crew so far, no new ones, and I haven't even gotten the SECOND part of a dilemma yet! At this rate, I may get Worf & Guinan sometime in 2136.
I've spend enough Dilithium for enough 16+ hour missions to get to the final missions of 4 of the Dilemma Chains at least nine times and have received only a single Jannar.
Why does DB insist on sucking the fun out of almost every part of this game by having such low odd algorithms? First you have to defy the odds to get to the final dilemmas, then you have another low odds chance to get the character.
How many people actually have more than a couple of "Special" Crew? How much D did you spend?

The odds of them dropping from the dilemmas are 100% if you select the correct response (see the wiki). On the other hand, odds of a dilemma being one that leads to one of those crew seems to be low unless RNGesus just hated me.
There are 36 different dilemmas. 14 of them lead to crew. As a Voyage runs, dilemmas aren’t repeated within the Voyage. So a 72 Hour Voyage is guaranteed to hit all 36 dilemmas. I did a 73 Hour Voyage, hit every dilemma, and got all 6 crew in one Voyage. Very expensive (about 14k though.
What shows that the 14 crew related dilemmas have lower odds of appearing is that of the first 27 dilemmas that I hit, only 6 of them were special crew related. In the final 9 dilemmas of the 36, 8 of them were ones that lead to the special crew.
So, the odds are against the player when it comes to getting those dilemmas.
Also the cost of the voyage to hit all 36 dilemmas was about 14k dilithium. It probably would have been less if I can planned for it when I had 2,950 base anti-matter (the maximum). When I did it I had 2.750 anti-matter. 2,950 would have given an additional 200 anti-matter per refresh which would have eliminated a couple of the refreshes.

Yeah I got Jannar and Lucien from 8 hour voyages. Never got to Guinan or Colonel Worf though. Even when I was consistently running 14-18 hour voyages.
I have managed to get Thot Gor (1st & 3rd dilemma on a 6-hour voyage) and Jannar (first 2 dilemmas on a 6-hour voyage), but ran into an error when trying to get The Clown.
I followed the wiki by selecting option-A on the 'The Beginning of the End of the World' dilemma, yet option-C was locked when I got the 'The Voice of the Prophets' dilemma (during a 24-hour voyage).
I've submitted a ticket because I feel I should have received The Clown, assuming the wiki and various forum posts about The Clown are correct.
This issue has been reported by a number of captains now. I believe it's unintentional. Hopefully it's fixed soon. Good luck!

The information we use from the Wiki is not official. DB is not required to have the Clown in that place at all times. We just assume it works that way since all the others are predictable.

I just got End of the World and Voice of the Prophets at the 2hr and 4hr marks. Unfortunately I'd already picked the Clown up from a much longer voyage, so that bit of RNG luck was pretty much wasted.

I largely think of the voyage-exclusive cards as collector's items for whales. You are unlikely to earn them without AM refills, and even then, they require a large amount of honor to fuse up once they're obtained.
I don't think that's true for Jannar, Thot Gor, Clown and Lucien. They're only two parters and the second part is rare. Worf and Guinan are probably pretty difficult since they're 3 parters and the 3rd part is likely super rare.
If there are still any non-believers out who think you cannot get the 2 part characters without spending Dilithium, here are a couple of screenshots; just yesterday I received Thot Gor at the 6 hour mark:
