Tommy Gun Dixon items at 60-70

It seems that Tommy Gun Dixon needs a "legendary Tactical Alert" at 70, yet he only needs a "Super Rare Tactical Alert" at 73. From the whole crafting table the 5* Tactical Alert at 70 seems to be a mistake.
Please let us know if it is or if there is some reason to make him extra difficult.
