When do you stop paying for packs? Even Beholds.
For those of you who actually use money.
I have 388 out of 481 Crew members
239 immortalized
54 Legendaries who need one or more stars
35 Super Rares who need one or more stars
7 Rares left to immortalize
All Uncommons and Commons immortalized.
I seem to have had incredibly low return on any packs. The vast majority are simply airlocked.
Because the conversion to Honor is so low, there doesn't seem to be any motivation to actually spend money.
The last Elusive Treasures special looked exciting, but only gave me 6 usable crew members which left 6800 honor, enough for a single rare citation.

I think I am the kid in the famous Psychology experiment who waited about 30 seconds to devour the cookie in front of them instead of waiting for the second.
I'm really only interested in getting DS9 characters (as of today I just need 19 legendaries and 4* Gabriel Bell) and obviously I have a bunch of characters who aren't fully fused, but like you said the return from packs is low. Better to save it for future characters than chasing old ones in packs.
Same here with holding packs. I have 11 x10 in my second account and 38 in my main.
As mentioned, usually looking for legendaries. Since picardgaff I have not gotten legendaries. Except for one in that elusive treasure that I made the mistake of getting, waste of 50 dollars. Of course, we all had luck of getting the Mariachi Q, thanks DB. This is the reason I am saving them. If I am going to get superrares I rather wait until more are in the pool.
My overall luck since picardgaff has been bad.
VIP would definitely help. I’m level 13 and at the rate I spend (monthly card/the occasional non-schematic special offer) I’ll never reach lvl 14 and get those sweet, sweet crew slots.
But I would assume that for everyone the threshold of starting to pay and quitting to pay is different. I'm a small whale having spend double VIP 14 but I have no doubt there are many peeps having spend much much more.... I have stopped spending money on anything except the monthly card and the occasional 10 for $10 in the rare occasion that I get it. Anything else I won't do. I have pretty decent crew but I'm only at 235 slots so when there is another slot sale I might add some but overall I am fine with what I have and where it gets me.
I have to say that my main enjoyment of the game comes from my fleet and so I hope that that get better in the future because I think that that is where this games future is at.
I don't need the best or most competitive fleet, something in between a hang out friend group and a top competitor is perfect for me.

That would certainly take a lot of the bite out of wasted pack purchases and let us focus money into building who we want to build with citations.
I have 8 Super Rare crew that need stars.
None of the above 17 are in the standard loot tables.
I have 108 premium 10x portal pulls sitting. I have 261 premium 1x pulls sitting. They will continue to sit until the loot table has been updated with whom I'm missing.
Elusive Treasures was nice, because I actually got stars on the purples I needed, and one of the golds I didn't have. The issue is when the new 3x3 packs come out weekly (3 Gold, 3 Purple) and I have all but the one new guy in it. I'm just not down to spend crazy money chasing that one guy. So i play the patient waiting game. Every behold I could get today from the loot table would be a bust.

VIP 6 - 2x honor
VIP 7 - 3x honor
VIP 8 - 4x honor
VIP 9 - 5x honor
VIP 10 - 6x honor
VIP 11 - 7x honor

VIP 13 - 9x honor
VIP 14 - 10 honor
This would be a consistent rewarding system for making purchases, encouraging more.
Edit add : even if this was just for super rares and Legendarys.. half the scale for rares and below
I simply can’t motivate more spending for so little return.
Add more VIP levels, sort out full house beholds and make the airlock honor worth it and I would keep spending.
From now on it will just be the odd event pack.
Strange business model this that motivates some spending but then say thanks, but no thanks we have had enough of your cash and we are going to look for someone else to start spending.
Or could this be a responsible game company that actually discourages spending?
1 - Gain honour proportional to the amount of dilithium you buy
2 - Gain honour proportional to the VIP dilithium bonus
3 - Gain honour proportional to the amount of dilithium you spend
Option 2 is probably the most flexible. Its a minor buff for monthly card buyers but someone who buys a $50 item will get a fatter honour bonus. This will also let high or longtime spenders to gain some value from their steadily increasing VIP numbers.

But if DB puts Trader Odo in an event pack again, or a particularly winsome illustrated card for another favorite character, I'll probably spring an extra $9.99 to make sure I get those.
