Duplicate 1-Star Crew in Single 'MERIT REWARDS' Pull

While I understand allowing for duplicates of higher Rarity crew since they can be fused, the program logic for 'MERIT REWARDS' should not allow for the same 1-Star crew member to appear more than once in a single pull, as was the case in the below screenshot. Thanks!

    When the pack says it can be any random crew of any star level I have to imagine the odds of nabbing the same character twice is pretty damn unlikely. That being said, the packs say any random crew so I don't think there's any foul play here
