Dr. Toby Russel not a doctor

I never noticed until now (doctor is Event Crew next week) but Dr. Toby Russel seems to be missing the doctor trait.

    Likewise Command Hologram (adding a skill to a program does not erase existing skills).

    There is also the issue of Chappel and Ogawa. When they became doctors they did not cease to be nurses. I'd be happy to put you in touch with a couple of nurses I know who have furthered their education and careers in just such a Manor.

    They would be quite 'excited' to explain the mechanics of this to anyone who doubts that!
