I don't know how ethics apply on imaginary choices, but the result counts: get a grey caracter or a blue one. I couldn't care for Karr, but had to have Shran. So it was Going Viral for me.
I picked the one I needed to immortalise a crew ... in this case Colonel Karr.
I think the handier choice is Weyoun, he has some traits that are more helpful and less common (Dominion, Communicator).
But to be honest, they're both on the poor side stat-wise. Karr is rough to level (holoprograms!) and apparently Weyoun is a breeze ... so maybe that will sway the average choice to Weyoun?
One option, if you have neither, is to just wait and see which one of the two characters drops from some other source, then decide on a faction winner to get an instant 2/4
