Equipment upgrades requiring higher level items than crew or equipment

This is the first time I have seen a required item needing a 4* component to build a 3* equipment. This just doesn't seem right!

I mean, I have seen plenty of 2nd and 3rd level deep 4* to build other 4*, which is also a major pain, and even 5* components to build 5* equipment, but needing a higher level component to build a lessor item is complete bollox.

It happens from time to time. I don't know if it's intentional or not though.

I know this has been a long time ago, but is this a bug or not? This cloaking device has now also been required several times for Romulenard Sarek.
