Starbase Bonuses - when do they start working? (Replicator fail)

I have never actually paid attention to when the SB bonus add-on start, I had always assumed they were instant on. However, today we got our first extra Replicator, but it doesn't show up in the bonus list, nor is it activated for use, even though it is completed, and we are building level 2 already.
I want to become a Dilionaire...

    The base stat and proficiency rolls are instant.

    Our fleet just started the replicator build.

    I would not be surprised if you get the extra use after the end of say.

    Not saying that's right (or the right thing to do), just saying I wouldn't be surprised.

    Not sure if it makes a difference, but have you tried restarting your game?

    My bonus didn't show until I restarted. This should work.
