"Dabo Wheel rewards are customized to you" --- but they aren't?

The Dabo Wheel says "Spin the wheel for prizes! The rewards are customized to you, and they change every day. Each spin increases the odds to get what you want!"

However, the Dabo wheel routinely is giving me schematics for ships I have already completed. And lately that's all I've been winning.

Does the Dabo wheel need Rom (an engineer) or is Quark in charge (just looking to rip people off)? Anyone else having this problem?

I've also been consistently getting top and middle row gear for characters I don't have at all or have in the freezer even though I have other characters with 3, 4, and 5* gear not equipped.

you have to have characters with open equipment slots for those items to show up on the table. same for gauntlet, btw...

and if you have partially fused 4* characters, you should be getting copies of them on the top row.
