Dr. Crusher

Rogue Harry Kim

and

Maquis Eddington

My thoughts on each:

Crusher:
Has decent med in addition to other stats that could be useful for voyages. I already have antaak, crell moset, mirror phlox, holonovel doctor, author doctor, bridge deanna troi, and more med crew. I also like the design

Kim:
Decent sci, I already have first officer saru and forra gegen for high sci. I like the design

Eddington:
I don't like the character, design, and I already have a ton of cmd+sec

Sounds like you're already leaning towards the one I'd personally choose, which is Dr Crusher. In addition to everything you mentioned, she'd likely show up as bonus event crew a lot more than Eddington (if at all), and at least as much as Kim.

Go with Crusher. MED is harder to come by and she has decent stats, and with Voyages, you need as many decent crew with MED as possible.

Leola Root

Rogue Harry Kim is horrible to level and his stats are pretty poor, already served in 2 events. Timeless was a great episode so if you want a memento...

Crusher I have as 2/4 lv.1, dunno how difficult she is, decent med base, probably the best choice here.

Jhamel

Eddington can clear a node in the last epic Episode 2 mission with his Maquis trait, but so can Maquis Ro Laren, I think. Eddington is also useful on starships in the Arena with 200% Damage Shot (instant) and has decent passive stats on ships.

On the other hand, Dr. Crusher is a good medical officer (also nice rolls I believe) and she's a popular event character with several variants such as Age of Sail Crusher, CMO Crusher, Commando Crusher etc.

Rogue Harry Kim is also a popular event character with several other versions of him around (Beowulf Kim, Ensign Kim, Hockey Kim etc.), but as mentioned above, he's a pain to level.
