Reassinging Starbase materials

My suggestion is that the admiral should be able to reassign starbases components. We got about 22k holoemitters spread around 6 rooms it would be good if we could reassign them, obviously there admiral couldn't withdraw them to his own share but be able to move them to other rooms.
