Common Level Faction Only Items

Recently I have noticed issues in receiving common level faction only items. I have 0 common level security codes at this point after the event finished yesterday I have been running nothing but Section 31 missions. At this point I have received 0 common level security codes. This included me using a double rewards boost last night. I have run 20 missions. At first I figured this was just horrible luck but other members of my fleet are noticing similar issues.

Because this item can't be received in cadet missions or farmed I want to make sure there is no bug or issue going on. Has anyone noticed anything lately?

I haven’t been paying much attention to shuttle rewards recently, so the best I can say is that I almost exclusively ran Cardassian shuttles for the event to try and farm some 1* databases and my plan ended up not really working. Maybe that’s because the drop rate was always bad in favor of another faction item, maybe I used more than I thought while leveling crew, or maybe it is part of a larger problem.
