The Arena, for some (many?) of us has just become a place to run 5 ship battles and pick up the daily reward. The difference between 1st place and 1000 is nothing. The rewards are ship schematics and probably not the schematics you want. If you place high enough you can maintain your hold on the 1% reward, and not really have to play everyday aside from the need to get your daily reward.
The Gauntlet, for all of it's flaws, actually has an interesting design in it's reward structure, and is constantly a reset of placement. Even though the rewards mostly flop (5* trainers I'm looking at you), the potential for great rewards is there. So there is some motivation to play gauntlet consistently and play for rank.
I propose that Arena be reworked in a similar fashion to gauntlet. You can keep the 24 hour time period, reset can be at noon or some appropriate time. You get in groups of 200 or so, however that works. You pick 5 ships and staff them up. Just like gauntlet the crew is still available for other things. Then, you battle. No refreshes (except for dilithium maybe, because whales) When the ship is destroyed, it's out until the next round. No bonus traits, because I don't think that would work and it would help keep things like walls of ships from happening. There would be some meta thinking in regards to which ships to pick, because you can't really know which ones your opponents would pick.
I don't know if this idea would work. It might not. Maybe I'm just coming up with the equivalent of a Klingon garbage scow here. But if the rewards could actually be consistently good (unlike gauntlet) I think this might really work.
Also note, I would get rid of the divisions Commander, Captain, Admiral, I would just let people go in with whatever ships they had. So there might be some weak 5* ships that go up against strong 4* ships and lose, depending on crew. You get the idea.

Top 10(?) Gets more credits per victory. Top 1 gets 15k I believe, vs top 1000 getting 1k per victory.
I think the divisions are important for new players.
There would be a definite element of strategy in crewing your ships, and it would also mean that your ships "level" would actually mean something more than it does now.
Just like the Gauntlet, you could have a Ship Schematic that only drops there (Enterprise-E anyone?), but when it drops it would give you enough schemas to level your ship one whole level.
I hesitate to use divisions in this idea, only because there's a limited number of certain * level ships. And maybe it wouldn't work for new players as they wouldn't have 5 ships at first. But I think those details could be worked out.

Maybe allow multiple ships of the same type to be built....

1. Rework the rewards for each battle. More credits and/or other useful items, like basic holoprograms, basic ancient film, basic compression rifles, etc. would DRAMATICALLY increase interest in arena. Those rewards could/should be random.
2. Leave rewards in long enough for us to actually max every ship. An incomplete ship is of little use.
2. But the change that I would MOST like to see... Daily arena rewards should be based on your highest rank achieved in each division that day, not your rank at reset. I'm on EST. Reset is at 1:00 AM for me. When a new ship like the current Shenzhou is introduced, I often need to stay up later than I'd like to maintain my rank, or risk missing out on maximum rewards. I've missed out on 40 Shenzhou schematics already because I was just too tired to stay awake. I find that to be a bummer.
Maybe that would work. I admit I really haven't hashed this out all the way. I just see the arena needing work.

I understand and respect that the end time isn't favorable to you, but this is not the solution.
It's much easier to achieve a rank than to hold it, so the result of this change is to give top 1% rewards to a lot more than 1% of players. That's without taking win trading into account.
Fair point I guess. Ok, how about this instead, people who hit #1 in a division automatically get max schems for that division that day? Would that be a more palatable solution?
