Mutated Paris Build Correct?

Paris never has a 4* clothing, it goes right from 3 to 5. Is this intentional? It's something that I have never seen before and wanted to raise it up in case this was an error.

    I brought it up and created a bug ticket for it, no ETA on a potential fix though.
