I think the faction store should reset at the daily refresh and the evening refresh as well. Give people 2 chance for that elusive faction item to pop up.

You can refresh it as many times as you like for dilithium.

I wouldn't mind being given one free refresh like we get with Galaxy event missions (once per phase).
