If you're new-ish and don't have good DIP crew, Pel is very helpful in that regard. Tuvok can also be helpful, is decent in Arena (again, depending on who else you have to staff battle stations), and of the three will be event crew a lot more often.

Harris is of limited use at 1/4 given how painful he is to equip and level. Assimilated Tuvok would be my choice.
