Year of hell. Did a little setup in prior seasons, could have been a little longer of an arch but awesome. Would have loved Voyager to look all beat up towards the end of season 7.

Disappointed he'll be in packs only. I'd have liked a workable chance at him. Good antagonist and the year of hell two-parter was WAY too short. Heck, I think you could build a good mega just around that extrapolated story line.

I would not call him a villain. He was more like captain Ahab. His money dick was his fight to restore his family.
In the end, the episode never happened because everything was restored once his ship was destroyed.
The reasons for what he did what he did are part of what made him a great vililain. Regardless of his motivations, he comitted multiple temporal genocides for the glory of his people and what he thought were selfless reasons to save lives. He definitely was driven by obsession, but was somewhat aware of what he had become, tried to conserve a piece of each civilization he had to sacrifice.
Like the crew of Voyager, he only wanted to see his home again, and that made him a sympathetic foil. Even with 98% resoration, he selfishly continued on, putting the restoration of his own home and family above the chance for his crew to return to theirs.
The complexity of the character is precisely what made him a great villain. He didn't exist to conquor like the Borg or consider other species inferior like the Hirogen or the Dominion. And the irony of the ship itself being what he needed to remove to get what he wanted gave him a better send off than just getting killed like any other villian-of-the-week. The Year of Hell deserved a bit more than some foreshadowing and a two-part cliffhanger, but it was a neat story package even if in the end it never really happened.

I mean...considering a Mega event just started, he's probably a mid-week pack-only character, so approximately 3 people will get it.
He may be pack only this time--- but in a year or so he'll be in standard packs...maybe...
