Fleet dual citizenship

So I'm a Fleet admiral..
Noticed one of my players had been loging in and doing nothing for several days.

Their a newbie as is.. Toast.
Just as I'm abouts to hit that big red airlock button that isn't there (really, dismiss is so anti climatic, make it a big red button please)

I notice something..
It lists the said crew member as being in a different fleet already !

WTH ? So I exit and go back in presuming that maybe they actually did have my fleet in the Time between looking at my fleet and looking at him specifically to space him.

Nope.

Anyone else have this ?
Is it safe to space them ?
Any potential negitive side effects to my fleet ?

I've seen but not had a chance to fully read something about some fleets getting stuck at 49/50. - could this be why ?

We have a fleet glitch of the 49/50. We are 50/50 but it shows 49/50 outside of the fleet. This glitch, which was fixed, was when we had 50 players and one of my officers invited someone. That player joined and we ended up with 51/50, but it showed 50/50 on our fleet screen. When we had someone leave, it kept our fleet at 50/50 but outside the fleet it still shows 49/50. So we just live with it.
