Vulcan ship offer not appearing

The Thursday/Vulcan ship offer does not appear when I login through Steam. It doesn't pop up upon login or appear as a clickable on the left side of the screen. It shows up normally on phone/tablet. Never had the issue before; perhaps it has something to do with the latest patch applying to Steam/Facebook?
