Honor Rewards for Starbases and/or Collections

There's been a good bit of discussion surrounding the cost of honorable citations versus the rate at which we can earn Honor. Why not add a set of rewards related to honor cost to starbases and collections? These rewards could work like the replicator cost reduction reward and reduce cost in the Honor Hall by a certain percentage for each starbase or collection level completed. Thoughts?
