Starbase Component Exchange Area

I think this would fix a lot of the "problems" people have right now. A simple area where you can exchange one type of starbase component for another. Something like a 5:1 exchange to go from items like Nanopolymer to Holoemitter. 2:1 exchange for Transparent Aluminium to Holoemitter.
