Make voyages a fun aspect of the game again not a chore you run through to get 200-300 honor. Make voyage exclusive cards appear more than once. Increase returns on long voyages. Make it possible on long voyages to win a 5* card. I don't care if it's 1/1000 chance of getting a 5* make it possible. Make voyages fun and exciting because right now its as boring as arena or cadet missions.

We can't just give away 4* and 5* cards which would be pretty much what you're asking with 1/10th of a chance. The probability of getting a 5* needs to be low so that it only happens once in a great while but it still happens. The 4* drops can be 1/50 or so versus 3* cards which drop 1/10th. Otherwise we are just giving away free cards to people and the game would not function if DB just gave things away. What I am proposing pertains more to the paying players as 5* cards and perhaps 4* cards only start to drop at the 10 hour mark where dilithium had to of been used. <snip> ˜Shan

Meanwhile, I didn't say 1/10th of overall characters dropped. I said for every 10 or so 4*s you get, maybe there's a chance of 1 5*. I figure I get about 3 4* characters a week in Voyages lasting usually about 8 hours. One legendary a month wouldn't be bad. They aren't THAT special. The hard part is FF'ing them.
Except for the single drop of Voyage only crew. That's BS.
I think at this point Thot Gor and Jannar would be immortalized already if they could drop multiple times.
The 5* drop rate proposed by @GhostStalker seems reasonable, especially if it doesn't kick in until the 8hr mark (similar to 4* drops starting at 6hrs). The percentage of non-Dil voyages reaching 8hrs throughout the player base is likely very small, and then add in a low drop rate for the 5* crew... yep, DB would give out a handful or so every week while enticing more frequent Dil spending. That seems like an acceptable carrot to keep the crowd engaged.
We really need a M-Gauntlet-GA thread but I am not sure if gauntlet was ever great. Same applies to arena and cadet missions which are a huge chore.
If cadet missions had warp I could freeze the 2* cards taking up space. Arena needs some kind of warp feature. I honestly don't want to sit there and watch the ships fight for a full 30 seconds.
