I went with the Queen. Chakotay looks cool, but I feel like he wasn't powerful enough to replace anyone, even in Voyages. So he would just have been a wasted crew space.

Oh, and the third was Captain Nog. Captain No Thanks, if you ask me.
Always take a star that immortalizes a crew member, especially if it's a 5*. That way you have the option to freeze and free up crew space if you choose.

I have this philosophy that legendaries are basically in my crew for good once I get them, because assuming I ever immortalized them (So far just Borg Queen, Mirror Picard, Surak, Kortar and Cornwell) they're by far the most powerful cards I have.
