Observation Lounge is acting like a Fleet recommended room...

All I can say is that it appears that it in fact IS. Maybe someone else in your fleet wants it completed and hit the button to recommend it...?

We’ve had it happen from time to time. Especially if it was recommended earlier.

Unkie B, did the problem clear itself? I'm thinking of asking all Officers to recommend the O.L. and then unrecommend it to see if that might help.

It appears that way, but wouldn't the flag and Fleet Recommended status be there if it really was?

Kind of, not really?

Right now we have our recommendeds, then our maxed transporter room, then our level 8 and 9 rooms (not recommended), then our maxed industrial replicator, then the rest of our rooms (not recommended).

We have this problem now and we're hoping that building the next level will clear it. Ours is also on level 8 building to level 9. Perhaps that's related?

Spoiler alert: building it didn't make it budge. Still listed as the first room even though we have a fully maxed room (replicator uses). We actually have 4 random rooms in front of the maxed out room in addition to the one recommended room.
