This is super strange, because I also got a Kurn. And in a year and a half of playing, I've never seen him pop up anywhere. Do you think their system "rotates stock" or plays favorites?

Rotation is my guess, because Kurn dropped for me at the 6-hour Dilemma in a Voyage last week.

As for the Community 10x pull, I got 2nd stars on 4* Trader Odo (another Voyage drop) and 4* Prisoner O'Brien via beholds (other choices were imm’ed), along with Honor fodder and Replicator fuel. 🖖🏻
