With CMR Uhura not worth the trouble at 1/4 and Hollander nearly done I don't have any more event crew to work on. So looking for advice on my next Super Rares to level up. It seems to make sense to complete my 3/4s then 2/4s then 1/4s

2) Anyone FF’d.
3) Skill or skill combo with the greatest need for improvement (3/4*s or 1/5*s that could be helpful with more stars or even as-is).
4) Someone that isn’t a pain to level based on my current item inventory.
Evaluating your list without knowing the state of your 4/4* and 1/5* crew is tough but I will say that I get regular use out of Kurak, Thelin, Goran’Agar, Human Q, Professor Scott, and AoS La Forge at 4/4*. Depending on where you are strong or weak with skills, you may find that Dr. Crusher, Vedek Bareil, Warship Yar, Lal, BO Troi, and Spock could also be of use. BO Troi could be especially helpful in the gauntlet due to her decent MED proficiency and rare MED/COM skill combo.
What you said here is my approach exactly, with one caveat: I focus on 3/4's who I know are available from either Voyages or the regular Premium Rewards pulls. Unless I am going to use Honor to FF a more recently added 4* character (which I have done with some, such as Mutated Paris who you also have), I treat the newer 3/4's the same as 1/4's.
Yar, Dr Crusher and Liaison Torres ... 3 really easy ones.
Then I'd level Dominion Dukat (if you haven't already) and just have him ready for more stars as he comes in via the daily log-in reward.
As a completist I always level all crew related to an event, na matter what fuse state ... I see it as a goal to drive at when the next event is announced ... I've done it steadily for ages now and usually I have no one to level so then I switch to main crew ... e.g. Spock hasn't had an event in a while so choose a version of him.
Over time you'll get stars on them.

I'm low on credits for replicating so I'm giving a Cardie Kira a rest until my credits recuperate.
For the same reason I am taking a break from levelling level 5s I've levelled alot recently and I think my resources are taking a hit as a result. Plus with Dancing Uhura and Prospero Data I'm starting to wonder if I should be asking this question at all LOL.
On a side note to All i think ENG, SCI and COM are still my weak spots (probably in that order).
I think the comment about your resources taking a hit is not the 5*s you are working on ... it is levelling ALLLL the other crew to some weird limbo level ... when I first started playing this game I did the same, I quite quickly came to realise that as soon as I had a decent base those level 40 4*s weren't going to do me any good anyway, so I started leaving crew at lvl 1.
--> leave all your crew at lvl 1 and resist the urge to level and equip them until you can't go any further, just work on 2-3 crew at a time.
I think I've said this around half a million times:
- Level any 5*s.
- Level 3/4s or above.
- Level those under 3/4 only if: a) they have stellar base stats (Marla); b) are event associated; c) are the monthly log-in 4* (Dominion Dukat).
Then:
- Stick with who you start with till 100, no matter how difficult they are (Paris, Klingon Quark etc.) ... combine difficult crew with easy crew so you are at least levelling someone each day ... e.g. in the time I've been levelling KDF Gowron, who just made 100 but needs to be FE now ... I've managed to fully level and equip Dr Crusher, Anij, First Goran'Agar, Mirror Leeta, Captain Kurn and Commander Sela (and 5* Augment Commander O'Brien!). All in the past week.
I mean, you still have Undercover O'Brien to complete and we just had an O'Brien event, he should have been at 100 because he would have been of benefit. So, focussing on event crew is not really helpful to you at the moment because you cannot complete them in time.
--> so I'd personally complete all your 3/4s+ and 5*s first and worry about event crew at a later date. Then I'd start on step 3. This will be of most benefit to you in the longer term.
The resources comment was mainly on credits because I have 6/6 rep uses a day and I burned a bit to hard on it especially with Bashir. The hodge podge levelling was mainly a result of gauntlet rewards/dabo and unlocking daily early/quickly if needed - elsewise they have more or less stayed the same for a long, long while. Others I started on for event bonus e.g Klingon event but then realising it wasn't really worth my while or there were better options.
That's kinda exactly what I'm saying ... if you start levelling crew and realise they aren't worth your time then you shouldn't have started on them ... there are many resources out there than can give you an indication how easy/difficult it will be to level someone, use those when choosing the 2-3 crew you are going to level (e.g. choose crew that don't all need the same items!) ... and then stick with it till they are FE.
Less than 2 weeks ago I was under 1 million credits ... I decided to level some difficult crew because I just wanted to get them done (Sela, Gowron, Anij) and I also set myself the restriction of not replicating anything because I wanted to build up credits again (I also have about 5-6 uses a day, not sure because I never use them all). The main reason why Gowron is still at 90, oh man.
--> I have over 3.5 million credits again and I replicated my first item yesterday (a 3* champagne for O'Brien).
Another tip ... yesterday I equipped all of Augment Commander O'Brien's lvl 80-90 items, I pressed upgrade so I could see his items to lvl 100 ... I didn't train him ... but used my chrons from voyages etc. to construct his last 4 items ... this morning, first thing I levelled him to 100, equipped his items and voila, got the daily goals (equipping, training and levelling) ... no need to take a lvl 1 crew up.
I do this all the time, I leave crew hanging for the next day if I know I'm going to have difficulty equipping someone due to faction items etc.
Not saying my way is the holy grail, but as a f2p for nearly 2 years, I've found that focus is the key to advancement.
- The next Faction event re-run will most likely have Kirk as event crew (Season of Love 3 or Children of Apollo 2). If you don't know who to start levelling, start there.
- For Galaxy re-runs it is not as crucial to level associated event crew so you could focus efforts to generally levelling crew. Specific crew are key, so if any pop up who you have, then level them.
- I've been able to use a 1/4 FE Commander Uhura during this event ... she may not have a great DIP base ... but with it being 2x and with a DIP shuttle boost on her shuttle, she adds more percentage points to a shuttle than my best DIP crew available (e.g. a FF/FE Victorian Pulaski) + boost. I do not use her without DIP boosts though (e.g. on overnight shuttles, then someone like Pulaski is better).
That's handy to know i've got Prospero up to 90 just waiting for threshold Items to come through, and Dancing Uhura - but she is still a long way away, there is a lot of Dip on these missions so I think I may work on CMR Uhura I got a decent amount of Chrons from gauntlet as well so why not.
