Yes, just checking out the wiki and realized that this 5 star piece of equipment gives a Diplomacy bonus of 65. Which is weird, because it gives very little else, is equipment that only fits Augment Riker, and because he does not have the Diplomacy skill.

Changing this to give him an engineering buff could help make him significantly more useful and make sense of the equipment.
