Cloak Trigger Timing

I’m confused about how Kang’s cloak triggered attack boost works because as soon as cloak is triggered, all attacks stop. How can one take advantage of the attack power boost? Do I hit cloak and then immediately hit Kang, thereby nullifying cloak?

First cloak, then hit Kang, et voilà: attack bonus active.

You need to break the cloak while using the ability.

The obvious followup question to that is: "Can you get two 'on cloak' abilities to work together?" and the answer to that is "no".
