Active combat bonuses vs passive stats

Every ship has Accuracy, Crit. Rating, Crit. Bonus and Evasion. Every crew member has passive bonuses to these stats, and that's clear. These bonuses count in hundreds or thousands.
But crew members also have active bonuses (Attack, Accuracy or Evasion) which usually range from 1 to 10. How exactly do they correspond to the ship values? Does Accuracy 10 mean +1000 ship accuracy, or +100% ship accuracy? Or something else?

    I've always assumed +1000 passive stat = +1 bonus ability, but I'm not sure why I thought that now.

    That seems logical, but how about Attack bonus ability?

    I always thought it was multiplicative...
