There seems to be an error with bonus crew. I am comparing 1/5 Convergence Day Quark with DIP 617 with no traits and 1/5 Desert Georgiou with DIP 886 and matching both traits (Starfleet, Federation). This is on the Emergency Communique for Build: Between the Lines

Convergence Day Quark looks like he is getting bonus as if he is a featured character.

So Convergence Day Quark is indeed providing the higher bonus.
This will remain for the duration of the event and we are looking at how to communicate this to all players.

As for Pel, do you have an example where the skill is matched

Convergence Day Quark is outperforming Orion Slaver for Diplomacy so it's evident Quark is not just getting Bonus Crew perks, he's getting Event Crew perks

That’s a Bummer my FE 2/5 Georgiou I haven’t used once since Quark has a beastly bonus and most people have him since he was free earlier this year. There goes my advantage.
