I don't understand why some items are pre-loaded with a "bonus" before crew or boosts are assigned:

One at 25%, one at 10% and one at 0%. I can't figure out the parameters.

Every time you fail to get the rare reward, it increases your chance of getting it the next time. It resets every time you successfully get a rare.
