Even if every so often they only increase it 1 level at a time, it is a good reward for some players that have been around a long time and invested a lot.

Absolutely it should. Even throwing us some honor or something for every 50,000 VIP points (the equivalent to a new level) would be a nice gesture to those who have invested in their success
Yes I would like to see VIP Level increased, HOWEVER, I would maybe suggest a yearly Reward Status of Zeroing out every year and earning VP's annually and upon hitting certain thresholds get certain status like the casinos offer on their reward systems. Like Thresholds of 10,000 for Silver, 25,000 for Gold, 50,000 for Platinum. and offer crew slots, honor points, voyage revival tokens, etc as rewards per threshold. So that customers who play and pay annually get invested with crew slots and useful things in continuing their crew development in the game.

I dont mind the rest of your suggestions and think that VIP lvls should be increased. I also think the idea of above 14 turning into a different reward type system as suggested is worth exploring. But to zero out? No thanks.
I definitely think VIP lvl should increase since they never have. First should be a lg increase in slots. Obviously spenders have more crew. And above VIP 14 should get alot more crew slots as the ppl spending on crew have alot more crew.
Then maybe a monthly reward scale system for Lvl 15 and above with items you suggested that are rewarded once a month in a “VIP claim” could be easily added to daily missions section.

1 revival token,
1 premium portal 10pk,
1 premium shuttle 10 pk,
1 of each citation pk, ...
then increase to 2 of each reward pack at lvl 16, then 3 at lvl 17, and so on.
If DB extends it further with more things it could unbalance the game. But I would be happy with some sort of thing like the starbases where they get extra dilithium gift or something for every 1000 VIP added. I may have a different opinion if I ever hit VIP 14. Curently I am at 11 soon to be 12.

I'm not a 14'er, and not likely to be one unless this game is still going strong in 2022, but... absolutely yes. It's just good business to reward your heaviest investors. Doesn't need to be game-unbalancing. A 10k honor reward for each vip level (or whatever). Just a token carrot to say "we see you, thanks!"
Once you are VIP 14, you've done your part for DB's bottom line. Sure, some go well beyond that but they do it without any additional incentives. Why would they want to subsidize that?

Since the jump from 13 to 14 is 25k/$500, I would be okay with a ever increasing gap from level to level, say $750 more to get VIP15, then $1000 more to VIP16, etc.
I would also love to see the Captain level expanded above 99.

I don't care where the number gets set, but I would think something like (for example) every 10,000 points beyond VIP 14 that players get something like a bundle of Honor, a citation, something. Nothing game breaking, but something of value as a way of showing appreciation for people who continue to inject cash into the coffers.

I was going to vote "other" just because it seemed kind of silly. But some of the ideas above gave me ideas. First, the comment about the game getting more lopsided. The existing VIP gives passive bonuses like crew slots and replicator uses. I don't think more replicator uses will be much of an incentive. Crew slots are probably more of a nicety than a necessity at that point, but feel free to correct me. And let me know if my overall assumption that adding more of the same benefits won't really unbalance the game dramatically.
Second, it would be nice for spenders to get rewarded for continuing to fund the game past VIP 14. I still like the game, so funding it seems like a good idea. To that end, what if there was a new reward that wasn't really a new level?
Since naming makes discussion easier, let's call it VIP+. Rather than a continuous benefit, VIP+ would be a one-time benefit. And rather than topping out, VIP+ resets back to zero so it can be earned multiple times. I don't know what benefit it should provide or what increment would be ideal, but here's a starting "bid": 20,000 VIP points gets 50,000 honor. (That's essentially buying the $100 legendary for each event for 4 weeks.)
I'm not VIP 14, but I do spend a little more than monthly. Hope this forwards a little conversation. I have no illusion that I can solve all the frustration around this issue.
I think it would help DB if players told them what they wanted or what they thought was fair for expansion to higher than vip 14. Also, for those who are vip 14, maybe it would help DB if you told them how important vip is for you in your determination on what you spend. Would you spend more, less or the same if vip was expanded? With campaigns costing money it may be necessary for DB to expand vip.

That $/hour metric doesn't work for me, because my time has value as well. A game that gives me a lot of entertainment over eight hours has more value to me than a game that pads a similar amount of entertainment over twenty hours, because I value my time.
