Improve logic when generating random equipment rewards

Gauntlet rewards and Dabo item selection (possibly other sources as well) currently consider crew in the Reenlistment tab when generating equipment.

Just now, I got FOUR 0* Bajoran command uniforms from turning in my gauntlet and making my first Dabo spin because I received and dismissed the the two Major Kiras from the event thresholds.

    The problem goes much deeper than getting unwanted equipment for unwanted crew. We've been discussing this very issue on another thread, specifically the Dabo "rewards" which are completely unusable by any crew (whether active, dismissed, dropped during voyages, etc.). There's obviously programming which sometimes identifies and rewards items based upon a player's crew. But with alarming regularity, the game also gives items unrelated to the crew...which is whacked.
